Charbonneau Homeowners Association Board Meeting Minutes, January
8, 2020
Members present: Karen Siegel, Barry Hendrix, Packard Phillips, Jan Landis, Robin Shultz,
Randy Hitz, Doug Parker, and Steve Chinn.
Absent: Sandie Maki, Ron Reiter, Janet McGarrigle

Call to order 10:05 AM

Minutes from December Meeting Approval – approved.
Treasurer’s Report — $9000 was transferred to reserves before the end of 2019. All
committees stayed within budget.
Old Business
CPR training. Board agreed that Eric has authority use funds from his emergency
preparedness committee budget for this purpose.
Range use of Pool — Steve reported that we can make arrangements for other HOAs to use our
pools, but we should not “rent” to individuals. The HOA should be responsible for keys. The
Range needs to have their insurance and list CHOA among its “additional insured.”
Use of the Rec Hall – Need further clarification on which individuals and/or businesses
need to show proof of insurance. Do CHOA members need to have their own
insurance? What about other individuals and businesses?

Questions came up about record keeping for CHOA. What records need to be kept, by
whom and how. Will put this matter on the agenda for the next meeting. Steve will
check on best practices for HOAs.
Chuck Robertson brought a concern to the board. Steve will ask a concrete expert to
estimate the cost of the matter in question and the board will consider Chuck’s request
at the next meeting.
Finishing of Rec Hall Bathroom – Roger McGarrigle
Roger is working with potential contractors to get bids. He has invited people to come to the
Rec Hall on January 16 to see the bathroom and prepare bids.
January Holiday Party – January 25th at 5 pm — note we cannot have the room until 4 pm to set
up. Our event is scheduled to start at 5:00 PM.
Landscaping report: Karen reported that Garron has installed the pressure regulators in C
neighborhood, one in F and one in E. He has ordered additional stock which should be received
this week and he will continue installing the remaining regulators needed. We will have grounds
staff working on leaf pickup and street sweeping this week as well.
Gutters – Steve reported that most of CHOA gutters have been cleaned and all will be finished
by the end of the month. The timing seems to have worked well this year.
