Charbonneau Homeowners Association Board Meeting Minutes for

February, 2022

 

Call to order at 6:02 PM

 

Board Members Present:

Sandie Maki, Packard Phillips, Ken Gregson, Randy Hitz, Karen Siegel, Bob Bush, Janet McGarrigle, Barry Hendrix

Minutes

The January 2022 meeting minutes were approved.

 

Treasurer’s Report 

Everything looks good with the audit. Barry encouraged the board to pay particular attention to pages 16-19 which talk about the condition of the association.  Again, everything looks good.  In addressing a question from Bob, Sandie mentioned that the audit is available to any resident that wishes to see it.

Old Business

Investment Policy

The Sandie reported that she is meeting with Barry and Janet tomorrow to develop a recommendation regarding our investments for the next board meeting.  We need to decide how much to transfer to Edward Jones and how much, if any, to put into CDs and/or bonds.  The Committee will report back to the full Board with recommendations.

Pools and Bathrooms

No report

Rec Hall

Sandie noted some poor insulation (or lack thereof) around a door.  Steve said he’d look into it.

Steve is waiting for more information about getting wifi into the Hall.

Landscape

Winter pruning should finish this week and moss treatment will start.  Flowers for spring have been ordered.  Tulips should bloom soon.  More perennials will be used in order to save money.

Karen asked if we wanted to put down bark dust this year.  She has budgeted $27,000 for this.  The board agreed that we should do bark this year and that we should maintain the front side / back side cadence, which would mean the back side (golf course side for most) would be next up.

Sandie wondered if we should use more river rocks. It was suggested that we begin to use some rocks.  In the short term it will cost more but could save in the long run.  The board supported laying down bark this year.  Karen will come back to a future meeting with a plan for using rocks.

Karen wants to put in a small memorial to Ralph Martin who recently died.  Ralph was a former board member responsible for landscaping.  The board agreed to have her move forward with this.

Welcome Committee

Janet sent out invitations to orient nine new residents.  She met with one and has appointments with four more.  Meanwhile we know of four more houses closing so Janet is challenged to keep up.

New Business

Report on Association Presidents Meeting

The presidents have decided to meet regularly to share ideas.  The next meeting is planned for March 12th.

Board Goals for 2022

Some members suggested that we bring the food carts back.

Randy suggested that committee chairs send recommendations to Barry a week before the next meeting with one or two goals for their area.  The board agreed to do this.

Annual Meeting

The meeting is April 25 at 6:00 PM.   Barry suggested that we do a virtual meeting again this year.  The board agreed.

Neighborhood Garage Sale

CCC wants to do this again this year and asked each HOA to have a representative to help.

Property Management Lease

CHOA must approve all leases created by owners.  Randy moved to approve the lease agreement for the home at 32216 SW Boones Bend Road.  Seconded by Karen.  The motion passed unanimously.

Neighborhood Watch

CCC is seeking to have all HOAs implement Neighborhood Watch.  We need someone from CHOA to lead the effort for us.  Barry will put out information about the job and seek volunteers.

Pool at F & G

Steve reported on his efforts to find where the leak is.  He has a plan that will save the association money.
