April 2022

Call to order at 10:00 AM

Minutes

The March 2022 meeting minutes were approved.

Treasurer’s Report 

The certificates of deposit have been set up.

A question came up about replacing windows destroyed by golf balls.  We have six to eight replacements each year.  The board wondered if solar panels should be covered.  Steve will have a discussion with our State Farm representative about this.

Open Forum

There were no guests.

Old Business

Virtual Annual Meeting

Plans have been finalized for the April meeting.  After the annual meeting, the board will meet.  Barry will send the zoom link to board members.  It is also posted on our website.  Barry will also send a reminder to people to get their ballots in.

CCC HOA Leaders Meeting

Barry attended the March 15 meeting.  He was updated on the new Activity Center and on the RV parking lot.  They talked about the CCC garage sale and Robin will be leading that effort for CHOA.  The Market Place Café, formerly The Turn, will be open by the end of the month. CCC is trying to get Neighborhood Watch throughout Charbonneau and we are looking for someone to lead that effort for CHOA.

Barry noted that one HOA has a “social activity” committee, and they have events each week.  Other HOAs have similar committees that have fewer activities throughout the year.

Board Goals for 2022

Barry did not receive any new suggestions from board members.

Food Trucks

Amelia’s sold between 60 and 70 meals.  Weather was not great.  Bob thought the time, 1:00 to 4:00, may not have been optimal since it was between mealtimes.  Board members thought perhaps 4:00 to 7:00 would be good.  Ken wondered if they could serve margaritas. Steve will check with State Farm to see if there are any insurance issues with serving alcohol.  We will also investigate having one or two picnic tables available.

Barry will invite Amelia’s back in June on a Saturday and will ask them what time they think would be best.

Neighborhood Survey

Robin, Bob, and Sandie developed a survey that the board reviewed.  Survey Monkey seems to work well. The survey will go out early in May.

Committee Reports

Pools and Bathrooms

Ken suggested we open one or two pools early.  He moved to open pools A and

F & G on May 7.  Packard seconded.  The motion passed unanimously.  Ken reminded us that we should monitor pool use to see if opening them early is worth the cost.

The board also discussed continuing to allow people from the Range HOA to use our pools. This will be discussed again and decided upon in November.

Steve updated the board on some maintenance improvements with the pools.

Rec Hall

Parkard had nothing new to report.

Landscape

Bob shared the following report from the visit he and Karen had with Garron.

  1. Green mowers and blowers (battery powered).  Per Ty (from Garron), we are ahead of the curve.  The current technology is expensive both in labor and equipment.  We should revisit in 5-10 years.   Or if legislation comes forward.  There is potential that commercial landscaping will have different standards.

 

  1. Green Sprinklers.  Ty was much more in favor of this and has received one quote and looking to get another.  Here, the current controllers would be removed and replaced with controllers that are quite programmable and would receive information from local weather stations to assist with water metering.  Expected water saving would be 40% (might be a marketing statistic that should be reviewed with actual users.)  The discussion was centered on trying this with one neighborhood and seeing how it goes.  Expected start date would be November of this year if it is decided to move forward.  The controllers need to be connected to the internet.  This could be a cost that needs review.  We are awaiting numbers from Ty.

 

  1. River Rock.  It was pretty much agreed among us that tree wells would remain uncovered.  Any place that the turf comes into contact with a landscaped area, it is best NOT to have rock, as trimming become much more labor intensive.  Areas that are best candidates for river rock are areas between hard surfaces, such as brick fences and concrete curbs and walkways.   The river rock need to be somewhat large (3+ inches diameter).   Karen has plans for incorporating more river rock areas as the landscaping plans move through the different neighborhoods.  This is considered a green initiative as the rock will last forever.  Also, no landscape fabric is put below the rock.  Pre-emergence herbicides are used for weed control.  The rocks are large enough not to sink quickly into the soil – taking decades.  Leaves and natural debris are blown out of the large rock without disturbing the rock.

 

Barry asked if we should establish a “green” committee.  No decision about that was made at this meeting.

Welcome Committee

Homes are still selling fast, and Janet works hard to keep up meeting all new residents.

One challenge she finds is that that some residents do not use the internet, so she has to communicate via regular mail.

New Business

Outside Lighting

Residents are allowed to change their outside lights, but Steve only replaces lights that are screwed in. All lights are on sensors and go on and off automatically so lights are on dusk to dawn.  Sensors must not be covered.
