The Annual Meeting of the Charbonneau Homeowners Association (CHOA) was held on April 29, 2019 at
the Charbonneau Country Club. A quorum being present, the meeting was called to order by President
Jan Landis at 7:00 p.m. Board members present besides President Landis were Barry Hendrix, Sandie
Maki, Janet McGarrigle, Doug Parker, Ron Rieter, Packard Phillips and Karen Siegel. Also present and
thanks for their continuing contributions to CHOA were Property Manager Steve Chinn,
Bookkeeper/Accountant Ann Higgins, and our insurance agent Jay Puppo.
Financial Report: Treasurer Sandie Maki reported to the members on the CHOA Balance sheet effective
December 18, 2018, which had been distributed to the meeting attendees. Also a vote was taken and
approved to transfer any Excess Operating Funds from the 2019 budget to next year’s operating budget
as per IRS 70-604.

2018 Minutes: The April 30, 2018 Annual Meeting minutes were moved and seconded, and unanimously
approved by voice vote of the members.

Guest speakers:

Insurance: Jay Puppo, CHOA’s insurance agent, spoke on insurance coverage provided by CHOA’s
master policy. While the CHOA policy covers all common and real property (i.e. grounds, buildings and
fixtures), he reminded members of their need to individually insure for personal liability and personal
effects. He also advised that this year’s premium had increased by $11.53.

Golf Course/CCC: Joe Brouillette from the Golf Course and Bob Harland from the Charbonneau Country
Club updated us on their organizations’ planning.

Disaster Preparation: Eric Hoem updated the members on Charbonneau Country Club disaster
preparedness planning. The committee is primarily focused on responding to two kinds of natural
disasters: earthquakes and major weather events and that residents must plan for “shelter in place,”
that is that each resident is responsible for their own family units. Hoem added that the committee
seeks to expand in 2019-20, needing more help with disaster response preparation. Finally, he advised
that the following are volunteer safety wardens within their respective neighborhoods:

Neighborhood A: Norene Quam
Neighborhood B: Betsy Knudsen
Neighborhood C: Bob Miller
Neighborhood D: Roger McGarrigle
Neighborhood E: Mike Tewell
Neighborhood F: Allen Landis, Paul Lehto, Joe & Mary Fieweger
Neighborhood G: Mike Tewell and Gary DiCenzo

In response to a question from Tina Sligowski, Hoem advised that the neighborhoods are identified on
the CHOA website: choaonline.org.
CHOA Rec Hall Open House:

Jan Landis updated the members on the new kitchen in the Rec Hall and that an open house was
planned to show it in the morning of June 15, 2019.

Election Results.

Acting Board Secretary Doug Parker gave the results of the election. Reelected to second terms on the
CHOA Board are Sandie Maki and Karen Siegel, while Randy Hitz is elected to his first term.

Member Questions and Comments:

Joann Linville inquired about the chimney cleaning project. Steve Chinn responded that all who needed
to do so had complied. After discussion that there might still be some need in this area, the Board
agreed to look into it.

Karen Lowrie raised the issue of cars traveling too fast on Fairway Drive. It is especially concerning at
the curves where line of sight is limited. Steve Stephens expressed his belief that 25 mph is too high of a
speed limit, especially when there are delivery trucks and sometimes visitors parked on both sides of the
streets. He added that he is concerned about the ability of emergency vehicles to get through. Chuck
Halverson explained that there are visitor parking spots at the ends of Fairway Drive, including at the
west end across from the intersection with Boones’ Bend. There followed a general discussion about
the issue and possible ways to address. The Board will look into the issue.
Ross Guilford asked about the status of the water feature at the west entrance into Charbonneau
(French Prairie and Miley Roads), which has not been functional during the winter. Steve Chinn noted
that the water feature is the Country Club’s responsibility and that it had been down for pump and
piping upgrades.

Norene Quam inquired if the gutter cleaning might start earlier than February. Steve Chinn explained
that the process has started earlier in the past depending on when all of the leaves are down.
Traditionally, January and February have been best for gutter cleaning because of this. He added that
CHOA only pays for a single cleaning each year, which is why it happens after the leaves are down.

Adjournment: President Landis thanked all for their attendance and participation, and adjourned the
meeting at approximately 8:45 p.m.
