Call to order at 10:01 AM

Minutes

The February 2022 meeting minutes were approved.

Treasurer’s Report 

No new projects currently.  Next month we will collect money from the Range HOA for the pools.  We increased their dues by 5.3 per cent, consistent with our HOA increase.  There are no past dues to report.

Open Forum

Gwen had a sewer line check and problems were found.  Steve was able to address her questions and make recommendations.

Old Business

Investment Policy

The finance committee asked for clarity about investing our funds.  Ken moved to allow the committee to decide how to invest our funds as long as the investments are FDIC insured. All investment changes will be reported to the full board.  Seconded by Packard.  Motion passed unanimously.

Virtual Annual Meeting

Plans are underway for an April 25 meeting.  Three members are up for re-election:   Sandie, Karen, and Packard.  Ballots need to be sent out by April 1.  Barry and Sandie are preparing a mailing to go out to residents prior to this virtual meeting.*

CCC HOA Leaders Meeting

Barry reported that the next meeting will be March 15.  He has not yet received an agenda.  One item he will pursue is the question of placing announcements on mailboxes.

Board Goals for 2022

Barry did not receive any goal ideas to discuss at this meeting.  There was some further discussion.  Bob to forward the notes he placed in the chat area of the zoom meeting to the board for further review next month.

Committee chairs are still invited to suggest specific goals related to their committee.

Barry is thinking of sending a questionnaire to CHOA residents to get their thoughts about HOA issues.  Bob suggested a brief one would be good.  Ken wondered if it was necessary or helpful to even do a survey.  Some other members agreed.  Bob moved and Randy seconded to have a committee prepare a survey to send to CHOA residents.  The board voted six to three in favor of the motion.

Committee Reports

Pools and Bathrooms

The board talked about opening some pools in early May.  A decision about opening pools will be made at the April board meeting.

Rec Hall

Wifi is now available.The password for access to the Wifi will be posted in the room for neighbors have access to this new benefit when using Rec Hall C.

Landscape

Rhododendron pruning is going well and is almost complete.  We got a quote of $30,000 for bark dust.  Karen budgeted only $26,000 specifically for bark dust but she has adequate funds in her overall budget to cover it.  The board agreed she should move ahead with purchasing bark dust.

Welcome Committee

A CHOA house has sold nearly every week this year so it is difficult to keep up with meeting all new residents.  Janet met with five people since the last board meeting, but she is still behind in getting meetings with all new residents.

Steve reported that he and Ann are sending CHOA documents to new homeowners before they close on their homes and buyers are required to return their contact information.  This gives Steve the contact information we need and seems to be working well.

New Business

Food Trucks

Barry reported that food trucks are available to come to Charbonneau.  The board decided to schedule one again on a Saturday afternoon in April.  Bob suggested that board members have a presence at the truck and the board thought that was a good idea and that we should wear name tags.

  • After this meeting it was discovered that one name among the board members up for re-election listed here was incorrect.  Randy Hitz was up for re-election, not Packard.
